The scope involves assisting DASNY in meeting its clients' finance and construction needs, as well as designing internal processes, project evaluations, and risk management protocols for projects utilizing these alternative delivery approaches. DASNY plans to establish a panel of multiple qualified firms across three categories: Financial/Analytical, Technical Advisory, and Legal services, with selections made at its sole discretion. These firms will be engaged on an as-needed basis, with no guarantee of work or future assignments, and must demonstrate substantial experience in social infrastructure projects, have a physical presence and licensed professionals in New York State, and show a commitment to diversity, including partnerships with MWBE and SDVOB firms. The procurement emphasizes compliance with New York State laws and policies, including vendor responsibility and business registration requirements. DASNY encourages proposals that incorporate partnerships with certified MWBE or SDVOB firms. The contract, expected to last four years, has a project size estimated between five and twenty million dollars and covers all counties in New York State. Interested firms must submit their proposals by June 5, 2025, at 3:00 PM, following specific communication restrictions outlined by state law. The process is managed by DASNY’s designated contact, and full details, including the RFP and submission instructions, are available on DASNY’s website.
