The Port of Brookings-Harbor is soliciting proposals for professional architecture and engineering services for the POBH Boat Yard Stormwater Improvements Project in Brookings, Oregon. The scope of work includes the design of stormwater collection systems and industrial stormwater treatment compliant with Oregon DEQ requirements, the evaluation and design of electrical service and exterior lighting for safety and security, and the demolition and reconstruction plans for the existing travel lift. The selected consultant will be responsible for providing instruments of service, including drawings, specifications, and an architectural program, and will perform construction phase services, including weekly site visits and inspections to confirm substantial and final completion. Proposals are due by December 2, 2026, at 10 am Pacific time and must not exceed 30 pages. The award will be granted to the responsible proposer deemed most advantageous to the Port based on a two-phase evaluation consisting of a written proposal review and potential interviews. The contract is a professional services agreement requiring consultants to hold valid Oregon professional licenses and comply with federal mandates, including Build America, Buy America, the Davis-Bacon and Related Acts, and American Iron and Steel domestic sourcing requirements. Payment will be made via monthly invoices on net 30 terms.
