RFP - BIOPSYCHOSOCIAL REHABILITATION WELLNESS RECOVERY CENTER

The County of San Diego is soliciting proposals for the establishment and operation of a Biopsychosocial Rehabilitation (BPSR) Wellness Recovery Center in the Central/South Region. This center must be a Short-Doyle Medi-Cal certified Mental Health Clinic providing administrative and direct program services to Medi-Cal clients aged 18 and older, including Transition Age Youth, adults, and older adults with serious mental illness and co-occurring substance use. The scope of work requires the implementation of evidence-based practices such as DBT, CBT, and Trauma-Informed Care, while adhering to Harm Reduction Principles and the Adult System of Care Mission. The facility must be accessible by public transportation and comply with ADA and California State Administrative Code Title 24. The contract is structured with an initial one-year base period starting July 1, 2026, with four optional one-year extensions. Award decisions are based on best value, prioritizing the program approach, organizational capability, and experience. While a Small-Local Business preference is not applied due to the use of federal funds, a Small-Local Business Subcontractor Utilization Plan is required. Payment is based on established County rates following the DHCS Specialty Mental Health Services Medi-Cal Billing Manual midpoint rule, with monthly invoicing and year-to-date reconciliation. Contractors must comply with strict regulatory standards, including Title 9 of the California Code of Regulations and 42 CFR 438.608, and are required to maintain a comprehensive compliance program to avoid material breach of contract.
