AI Contract Overview
The Savannah/Chatham County Public School System is soliciting formal sealed proposals for Construction Management at Risk services for the West Chatham Schools Project located at 820 Pine Barren Road in Pooler, Georgia, under solicitation number PE-62600-NONST-2027-000000140. The selected firm will enter into a Construction Management at Risk agreement with an initial stated cost limitation of $186,951,000 and will be expected to propose a fee percentage based on this amount. The evaluation process will occur in two phases: an initial review of the fee proposal and a subsequent assessment of the contractor’s detailed plan for controlling general conditions and overhead costs. The final contract price will be structured as a percentage fee on the Cost of Work, excluding general conditions, plus a fixed lump-sum amount for those costs, formalized through a Guaranteed Maximum Price amendment. The agreement will be governed by the AIA Document A133-2019, as customized by the District, which defines the roles, responsibilities, and delivery framework for the Construction Manager as Constructor. The project performance location is clearly identified as the West Chatham Schools site in Pooler, Georgia, and all services must be delivered at that location. Proposals must be submitted electronically through the BonfireHub portal by the deadline of July 28, 2026, at 11:00 AM ET. While no formal evaluation factors, weights, or adjectival ratings are explicitly provided, the two-stage selection process suggests a trade-off approach where both cost efficiency and demonstrated cost management capabilities will be critical in award determination. There is no listed packaging, marking, or inspection protocol, and no specific accounting codes, payment office details, or contracting personnel information is included. The solicitation does not specify period of performance dates, option provisions, key personnel requirements, or socioeconomic set-asides, and no representations or certifications are outlined for offerors to address. The contract value is tied exclusively to the $186,951,000 cost limitation, with the final Guaranteed Maximum Price to be negotiated and established through amendment prior to construction authorization.
