RFP Conservation Implementation Plan

Chatham County is soliciting proposals from qualified consulting firms to develop a Conservation Implementation Plan to achieve the remaining goals of the 2017 Plan Chatham comprehensive plan. The selected consultant will utilize the County's Conservation Dashboard to identify unmet goals and create a detailed implementation plan focusing on feasibility, recommended steps, and funding strategies. A critical component of the project is the development of a conservation prioritization mapping tool using ArcGIS to rank parcels for protection. The project is expected to be completed within 12 months, with work anticipated to begin around October 26, 2026. The contract will be awarded to the most qualified firm based on evaluation criteria including general approach, capabilities, past performance with local governments, cost, regional familiarity, and personnel qualifications. Key deliverables include a Final Implementation Plan featuring a prioritized action matrix and funding strategies, an implementation toolkit, and a final conservation prioritization mapping tool with all associated ArcGIS layers. Proposing firms must provide a detailed cost breakdown by task and deliverable, maintain specific commercial general liability and worker's compensation insurance, and submit their proposals by September 18, 2026.
