RFP - Cortland County Courthouse Spray Foam Installation

The Cortland County Department of Public Works ("County") solicits sealed proposals from qualified contractors to furnish and install approximately 4,000 square feet of closed-cell spray polyurethane foam insulation, nominally 3 inches thick, within the attic space of the Cortland County Courthouse at 46 Greenbush Street, Cortland, New York 13045. The contractor shall provide all labor, materials, access equipment, preparation, protection, supervision, cleanup and incidentals for a complete installation. A mandatory pre-bid inspection will be held November 10, 2026, at 9:00 AM at the Cortland County Courthouse, 46 Greenbush Street, Cortland, NY 13045. Attendance is required for proposal eligibility. Representatives shall sign the County attendance register. Bidders shall inspect access conditions, proposed application areas, substrate conditions and protection requirements. Oral statements at the meeting shall not modify the RFP; only written addenda issued by the County shall do so.
