RFP - Development of Safety Action Plan - VWH and VOH

The Village of West Haverstraw has issued a Request for Proposal (Solicitation Number 2138998) to engage a qualified engineering firm for the development of a safety action plan and the execution of a traffic study. The project focuses on NYS State Route 202, specifically the corridor extending from the intersection of State Route 202 and State Route 9W in the Village of Haverstraw, traveling west into the Village of West Haverstraw to the intersection of State Route 202 and Oakley Blvd. The selected firm will be responsible for delivering a comprehensive traffic study and a formal safety action plan based on those findings to address existing road conditions. The contract is expected to have a performance period of eight months. Proposals must be submitted in sealed envelopes to the Village Clerk at 130 Samsondale Avenue, West Haverstraw, New York, no later than 12 noon on October 14, 2026. Bids will be awarded in accordance with General Municipal Law Section 103, and the Village will evaluate bidders based on their adequate experience, financial stability, equipment, and personnel. The procurement includes specific Minority and Women Business Enterprise (MWBE) participation goals, set at 30% for both MBE and WBE.
