RFP for an Open Solicitation for Programs that Prevent or Treat Opioid Addiction Under the Guidelines of the Opioid Settlement Fund (OSF)

The Department of Human Services for Allegheny County is soliciting proposals under a continuously open process to fund programs that prevent and treat opioid addiction using the Opioid Settlement Fund, with all initiatives required to align with the approved uses outlined in Exhibit E, Schedule B of the Pennsylvania Opioid Trust Order. Proposals must be submitted electronically via the Bonfire Portal by 3 p.m. Eastern Time on Thursday, March 12, 2026, and late submissions will not be reviewed until the next evaluation cycle, which occurs quarterly. Eligible applicants include nonprofit organizations, for-profit entities, small businesses, and individuals, with collaborative proposals from multiple organizations also accepted. The contract is structured as a one-time agreement with a one-year term, and start and end dates will be determined after final budget and contract negotiations. The scope of work spans treatment—including Medications for Opioid Use Disorder—recovery support, harm reduction, overdose prevention, care coordination, services for criminal justice-involved individuals and pregnant or parenting families, education for first responders, and opioid abatement research, all focused on populations most impacted, particularly the Black community, people experiencing homelessness, and those who inject drugs. Proposals must adhere to strict documentation requirements including a completed Response Form, W-9 form, detailed annualized line-item budget with narrative, MWDBE and VOSB participation documentation, and optional staff resumes. The Allegheny County DHS Combined MWDBE Form and VOSB Participation Statement, with supporting certifications and DD Form 214 for veteran-owned businesses, are mandatory under participation goals of 13% for minority business enterprises, 2% for women-owned enterprises, and 5% for veteran-owned small businesses, with acceptance of certifications only through the Pennsylvania Unified Certification Program or approved third-party sources; self-certifications are not permitted. All proposers must comply with HIPAA regulations, meet minimum cybersecurity standards outlined in the DHS General Requirements/Contract Specifications Manual, implement non-discrimination policies covering all protected classifications, provide language access resources for limited English proficiency populations, and maintain adequate insurance coverage. Evaluations are scored out of 65 total points across three weighted criteria: proposed interventions (40 points), financial management and budget (15 points), and organizational experience (10 points), assessed on a 0–5 scale by a multidisciplinary committee including community members with lived experience. Data collection is required for all services, including participants’ first name, last name, date of birth, and legal sex
