CLARK COUNTY DEPARTMENT OF AVIATION PROCUREMENT & CONTRACTS REQUEST FOR PROPOSAL NUMBER 27-001 CYBERSECURITY MANAGED DETECTION & RESPONSE (MDR) INVITATION TO PROPOSERS The Clark County Department of Aviation (CCDOA) invites qualified firms to submit proposals to deliver continuous, comprehensive managed security services to function as a strategic extension of the Department’s cybersecurity program. The firm selected, upon review of the submitted proposals and any subsequent finalist interviews or live scenario demonstrations, if required, will provide 24x7x365 Security Operations Center (SOC) monitoring, Managed Detection and Response (MDR/EDR/XDR), proactive threat hunting, incident response, vulnerability prioritization, and specialized cybersecurity engineering across both complex Information Technology (IT) and critical Operational Technology (OT/ICS) airport environments. A deep operational knowledge of critical infrastructure, specifically within the international aviation transportation industry, is highly desired. Please note that this is a sealed RFP process. All questions and/or responses to this Request for Proposal must be processed through the NGEM website. Inquiries, documents or other information submitted outside of NGEM (i.e. email, fax, hard-copy, etc.) will not be reviewed or considered. REGISTRATION FOR THE NGEM SYSTEM The NGEM System is accessible at www.ngemnv.com. Potential proposers MUST be registered as a “Supplier”. This may be accomplished by clicking on the Supplier Registration link and completing the registration form. There is no cost to register or to use the NGEM System. RFP documents may then be viewed by selecting a specific project from the "Current Bid Opportunities" list and clicking on that project. Please note you MUST be logged in to your NGEM account to view and access the RFP information and associated documents, if any. Once registered, "suppliers” may receive emails notifying them of bid opportunities. Reviewing any project RFP data will automatically place the proposer’s contact information on the respondents list and the NGEM System will automatically send any and all updates, changes or addenda associated with that project. An electronic proposal can only be submitted through the NGEM System. The RFP document(s) may be printed for Proposer’s use, but an electronic proposal MUST be submitted through the NGEM System. EMERGING SMALL BUSINESS INFORMATION The Emerging Small Business (ESB) certification program, administered through the Nevada Governor's Office of Economic Development (GOED), was created in 2014 to encourage the development and growth of small businesses in Nevada. The program seeks to assist small businesses in obtaining work with the state and local government agencies through identifying small businesses that want to contract with governments. Applicants seeking certification as a Local Emerging Small Business in the State of Nevada must submit a complete application to the GOED. You may find more information, and apply at https://goed.nv.gov/programs/emerging-small-business-esb/ CLOSING DATE & TIME FOR RFP SUBMISSION All proposals are due to be submitted through the NGEM system by 2:00p.m. on Thursday, November 19, 2026. Upon completion of the proposal evaluation(s) by CCDOA, and approval of the Board of County Commissioners (if required) all firms with submitted proposals will receive notification through the NGEM System. After the contract is awarded, if additional detail is required, a public records request may be submitted at www.harryreidairport.com/business/public-records.
