RFP for FMS Albania Case, Kucova Air Base NAVAIDS Program

The Air Force Life Cycle Management Center’s Electronic Systems Directorate, Foreign Military Branch, is soliciting proposals for the provision and installation of critical navigation and weather systems at Kucova Air Base in Albania under the Foreign Military Sales program. The contract requires the delivery, installation, and commissioning of one Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system, one Category I Instrument Landing System with Distance Measuring Equipment (ILS/DME), and one Weather Radar system, all of which must be commercially available and capable of supporting both Albanian Air Force and NATO aircraft operating under Visual and Instrument Flight Rules. The systems must comply strictly with the standards outlined in the Statement of Work and Systems Requirements Document, including ICAO Annex 11 and Document 4444, and must function reliably under Albania’s environmental conditions. The solicitation is a Full and Open Competition with no set-aside, and the Government retains the right to cancel at any time without obligation. The award will be made on a best-value trade-off basis, where cost/price is significantly more important than technical factors, and small business participation is a mandatory pass/fail criterion. The contract is expected to be awarded as a Firm Fixed Price agreement with performance occurring primarily at Kucova Air Base in Albania, and all equipment must be delivered FOB Destination. All proposals must be submitted electronically through the DoD SAFE portal no later than 5:00 PM EST on 29 May 2026, organized into six distinct volumes with strict formatting, page, and file type requirements. Offerors must provide comprehensive technical documentation, including an Acceptance Test Plan, As-Built Configuration, User Training Materials, Operations and Maintenance Manuals, a Cybersecurity Certification Package, and other deliverables tied to specific CDRL identifiers. Equipment must be uniquely identified per MIL-STD-130 using Data Matrix symbols compliant with ISO standards, and all shipments must be labeled per MIL-STD-129. Classified materials must be packaged according to DoD 5220.22 and NSA 90-1, and all contractors must comply with stringent security protocols including the protection of technical data from unauthorized foreign release.
