RFP for Harnett Area Rural Transit System (HARTS) Transit Center Expansion Feasibility/Assessment Study and Conceptual Design

The County of Harnett, North Carolina, is soliciting proposals for a Needs Assessment Study and Conceptual Design to expand the Harnett Area Rural Transit System (HARTS) Transit Center located at 250 Alexander Drive, Lillington, NC. The project aims to address operational inefficiencies, capacity limitations, and resiliency concerns, specifically noting the facility's location within a 500-year floodplain. The selected planner or designer will be responsible for reviewing existing facilities, developing a building space program for administration and training, providing site recommendations for potential new locations, and offering technical specifications for equipment and utilities. Key deliverables include a conceptual design featuring floor and site plans and an opinion of the probable construction costs. The period of performance for this engagement is from December 1, 2026, through June 30, 2029. The County will select a respondent based on its sole discretion and the adequacy of the firm's qualifications. Awardees must maintain specific insurance coverages, including worker's compensation with a 100,000 dollar employer's liability limit and automobile liability of at least 1,000,000 dollars per occurrence, naming the County as an additional insured. The contract is governed by the laws of the State of North Carolina.
