The Susquehanna Area Regional Airport Authority (SARAA) is seeking proposals for professional engineering and construction administration services to construct a new General Aviation Terminal Building at the Franklin County Regional Airport (N68) in Chambersburg, Pennsylvania. The project involves the design and oversight of a conceptual 70-foot by 50-foot facility featuring a central common area, offices, conference rooms, and essential utility rooms. The comprehensive scope of work spans three primary phases: preliminary design, including surveying, permitting, and land development coordination; final design, covering technical specifications for a new well, potable water treatment, septic systems, electrical, mechanical, and security services, as well as parking and stormwater management; and a construction phase requiring a qualified resident project representative to monitor progress, verify quantities, and coordinate acceptance testing. A Rough Order of Magnitude estimate for the community center building is valued at approximately 2,768,772.78, which includes a 15 percent contingency. Proposals must be submitted as a single PDF via PennBid by 2:00 PM on October 13, 2026. The selection process is based on a qualifications-based ranking system evaluating capability, technical approach, past performance at general aviation airports within the last five years, and the quality of key personnel. Additional evaluation factors include the incorporation of sustainable solutions and the participation of SBE, MBE, DBE, WBE, or Veteran-owned businesses. Applicants are required to provide a current insurance certificate and a commitment letter from their provider. The selection committee will create a short list of the best-qualified respondents, rank them in order of preference, and negotiate final contract terms with the top-ranked firm, subject to final approval by the SARAA Board of Directors.
