The Rome Floyd County Development Authority (RFCDA) is soliciting proposals from a single professional firm to provide technical services for the administration and implementation of a 500,000 USD EPA Region 4 FY26 Brownfields Community-Wide Assessment Grant. The contract spans a four-year period from October 1, 2026, to September 30, 2030, with potential for extensions. The scope of work includes grant management, the development of a Brownfield property database, conducting Phase I and Phase II Environmental Site Assessments in accordance with ASTM E1527-21 and All Appropriate Inquiry standards, and creating cleanup and redevelopment planning documents. Key deliverables include Quality Assurance Project Plans, Health and Safety Plans, and various grant-required reports.
