RFP J28009 DOMESTIC VIOLENCE INTERVENTION SERVICES

The Department of Judiciary for the State of Hawaii is soliciting proposals for Domestic Violence Intervention services in the Fifth Circuit on the Island of Kauai for the period of July 1, 2027, through June 30, 2029, with a possible two year extension. The primary objective is to enhance the safety of victims, children, and the community by providing evidence based, cognitive behavioral intervention for adjudicated adult and juvenile offenders to reduce recidivism. Required services include offender intervention through group therapy, trauma informed counseling and safety planning for victims and children, and court advocacy. Providers must utilize Motivational Interviewing and adhere to the Hawaii Domestic Violence Intervention Program Standards, ensuring services are gender relevant and LGBTQ+ responsive. The contract will be awarded based on a quantitative scoring system focusing on service delivery, experience and capability, project organization and staffing, and financial reasonableness. The pricing structure is a negotiated annual fixed price paid in twelve monthly installments, covering specific client quotas for domestic violence intervention, children, and family visitation services. Selected providers must maintain all necessary state licenses and certifications, comply with ADA and Title VI requirements, and name The Judiciary, State of Hawaii as an additional insured on their insurance policies. Performance will be monitored through output measures, quality assurance plans, and unannounced site visits. Proposals must be submitted electronically via the HIePRO portal by November 12, 2026.
