NAVSUP Weapon Systems Support is seeking a five year follow on Basic Ordering Agreement for the repair of displays, multi-function displays, and circuit card assemblies supporting the KC130-J aircraft, H-1 Helicopter, E-2C aircraft, and Foreign Military Sales. L-3 Aviation Products, Inc. is currently identified as the only qualified source for these repairs. Due to the flight critical nature of these components and limitations in available technical data, government source approval is mandatory prior to contract award. Prospective bidders who are not already approved sources must submit comprehensive technical data as outlined in the NAVSUP WSS Source Approval Information Brochure along with their proposals. Failure to provide the required documentation or proof of a pending evaluation will result in disqualification from the award process. The government reserves the right to proceed with the award based on fleet support needs if new source evaluations cannot be completed within the required timeframe.

NAVSUP WSS is anticipating the award of a 5 Year Follow on Basic Ordering Agreement (BOA) for the Repair of Displays, Multi-Function Displays (MFD) and the Circuit Card Assembly for the KC130-J aircraft, H-1 Helicopter, E-2C aircraft and FMS. See the enclosed for the NSN, P/N, Nomenclature and estimated yearly quantities of the items needed for this BOA. For any questions concerning this notice, contact Kate Hull, +1 (555) 000-0000, contact@example.gov. The only qualified source for this repair is L-3 Aviation Products, Inc. (cage code 63516). The subject items require Government source approval prior to contract award, as the item is flight critical and/or the technical data available has not been determined adequate to support acquisition via full and open competition. Only the source(s) previously approved by the Government for this item have been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochure listed below. Repair: https://www.navsup.navy.mil/public/navsup/wss/business_opps/ This brochure identifies the technical data required to be submitted based on your companys experience in production of the same or similar item, or if this is an item you have never made. If your request for source approval is currently being evaluated at NAVSUP WSS submit with your offer a copy of the cover letter which forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on Fleet support needs. The NAVSUP WSS Commercial Item Identification Brochure is now available at: https://www.navsup.navy.mil/public/navsup/wss/business_opps/
