RFP-OFS-60 SYCAMORE REMODELING PROJECT DESIGN&ENGINEER SER

The City of Saint Paul is soliciting proposals for design and engineering services for the 60 Sycamore Remodeling Project, located at 60 W. Sycamore Street, Saint Paul, Minnesota. Managed by the Office of Financial Services and the Solid Waste and Recycling Division, the project involves the interior build-out of an eastern warehouse to include a new entrance, lobby, locker rooms, break room, restrooms, and laundry facilities. The scope also encompasses dedicated office and meeting spaces for a third-party recycling partner, second-floor office expansions, and a full roof replacement. The selected firm will be responsible for completing design development and final construction drawings, providing structural, civil, and plumbing consultants, and coordinating with LHB, Inc., which is handling mechanical and electrical engineering. Project initiation is anticipated for late September or early October 2026, with a goal to issue construction bids by February or March 2027. All designs must comply with the Saint Paul Building Overlay, the Sustainable Building Ordinance, and the 2025 decarbonization report, specifically regarding the use of heat-pump rooftop air handling systems. Proposals must be submitted via the supplier portal by October 2, 2026, and must include a separate fee schedule. Awardees must adhere to strict Affirmative Action and Equal Employment Opportunity specifications, including workforce participation goals of 32 percent minority and 20 percent female participation, and comply with the Vendor Outreach Program for local small business engagement.
