RFP CONTACT Adam Gottselig Procurement Manager Farm Credit Canada procurement@fcc.ca RFP SCOPE FCC’s Information Technology (IT) team is accountable for enabling and delivering IT Services to FCC’s community and enterprise leaders to enable execution excellence. To effectively meet its business objectives, FCC often augments its internal staff. As part of this RFP, FCC will select a list of Proponents who will reside on our Pre-Qualified (PQ) List for upcoming Statement(s) of Work (SOWs) that require third party resources capable of delivering Workday Professional Services and Support. As of 2018, Workday is FCC’s system of record for all HR data and as of 2022 Adaptive Planning is FCC’s system for all financial planning FCC currently utilizes the following Workday modules: HCM Pay Absence Learning Talent and Performance Position Management Compensation Recruiting Adaptive Planning-Financial Planning In addition to the current modules, FCC is looking to further enhance it’s Workday ecosystem by implementing new modules and or enhancements in the near future that may include: Workday: Help People Analytics Talent Marketplace/Career Hub Workday Adaptive Planning: Workforce Planning Operational Planning The intended outcome of this RFP is to add Proponents to a Pre-Qualified List of Proponents that FCC can leverage for the successful implementation or enhancements of Workday modules via third party professional services. As the PQ List will be used by FCC on an ongoing basis, Proponents who choose not to not participate in this event at this time, or Proponents who are not selected to the PQ List under this event, will have an opportunity to be considered for inclusion on the PQ List through a subsequent event. FCC plans to publish a notice annually to CanadaBuys/MERX as a method of informing the market that the PQ List will be open for adding new potential Proponents. Proponents will have an opportunity at that time to submit a proposal and be evaluated in the same manner as this event (see Evaluation Process – Part 3 of the RFP for further details). NOTE: If, under a previous issuance of this RFP, a Proponent has been notified that they have been selected to the Pre-Qualification List and a respective Agreement has been executed between the parties, the such Proponent does not need to reapply or submit a proposal in response to this RFP. The above dates are subject to change at the sole discretion of FCC. Any changes to the RFP Schedule will be communicated to all Proponents via amendment on MERX. RFP PROCESS CONSIDERATIONS This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French). This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
