RFP-PW-KELLOGG CAPITAL CITY BIKEWAY PHASE 3

The City of Saint Paul is soliciting proposals from multiple consulting firms to provide construction engineering and inspection services for the Kellogg Capital City Bikeway (Phase 3) project. This initiative involves the full reconstruction of a 1.25-mile section of Kellogg Boulevard from Seventh Street to John Ireland Boulevard, with goals to repair aging infrastructure, implement an off-street two-way protected bikeway, and improve multi-modal mobility between I-94 and I-35E. Key responsibilities include on-site inspection, payment and change order administration, and record keeping using RT Vision OneOffice. Proposals will be evaluated based on technical expertise, organizational capacity, previous work, overall suitability, and cost.
