RFP (Secondary) SGC26005 - TCC CRC Technical Assistance

The Governor's Office of Land Use and Climate Innovation, through the Strategic Growth Council, is soliciting proposals for Implementation Technical Assistance to support Round 6 grantees of the Transformative Climate Communities Program and Round 2 grantees of the Community Resilience Centers Program. The selected contractor will act as the primary liaison between the Strategic Growth Council and grantee teams, providing subject-matter expertise in infrastructure and climate resilience. Key responsibilities include assisting with the pre-development phase through project scoping, budget drafting, and work plan development, as well as providing administrative support for invoicing, reporting, and the quantification of greenhouse gas emissions using CARB-approved tools. All developed materials must be ADA compliant. This solicitation, numbered SGC26005, has a maximum budget of 3,050,000.00 dollars with a performance period running from March 1, 2027, through September 30, 2032. The award will be determined using a high-score method that prioritizes technical quality over cost, following a four-phase evaluation process consisting of administrative review, minimum qualifications, technical evaluation, and cost evaluation.
