RFP-SPPD-DATA AND VIDEO REDACTION PLATFORM

The City of Saint Paul Police Department is soliciting proposals for a data and video redaction platform, including implementation, integration, training, and support services. The project aims to establish a system of record capable of processing various data types, including body-worn camera and unmanned aerial vehicle video, while ensuring compliance with the Minnesota Government Data Practices Act and SWGDE 18-M-001 guidelines. Key technical requirements include the production of tamper-evident logs, hash verification of files, and seamless integration with Axon Evidence. Evaluation is based on a 100-point scale for the written proposal—focusing on suitability, functional requirements, and a normalized five-year total cost of ownership—with up to 30 additional points available during the demonstration phase. Awardees must comply with rigorous data privacy restrictions, expressly prohibiting the use of City data for model training or product development. Additionally, contractors must provide a SOC 2 Type II report, a CISA attestation, and adhere to the City's Affirmative Action and Vendor Outreach Program requirements. Payment is issued within 35 days of itemized monthly invoicing upon written acceptance of deliverables.
