RFQ 1-01 REQUEST FOR QUALIFICATIONS TO PROVIDE ENGINEERING SERVICES AND GRANT MANAGEMENT SERVICES

The City of Pembroke, Georgia, is seeking qualified professional firms to provide engineering and grant management services for water and wastewater resiliency projects, with a primary focus on Drinking Water Project No. 33—the construction of a new 0.4 million gallon elevated water storage tank and replacement of transmission mains—to enhance infrastructure resilience following Hurricane Helene. This Request for Qualifications, issued on June 29, 2026, with a submission deadline of July 30, 2026, is not a solicitation for bids or an offer to contract but a pre-award phase to evaluate firm qualifications through Statements of Qualifications. Proposals must be submitted as a single PDF file along with a transmittal letter indicating the services and projects for which the firm is applying, and all submissions must be sent electronically to clerk@pembrokega.net or mailed to the City’s address. All expenses related to proposal preparation and submission are the sole responsibility of the responder, and communication with the Selection Committee or City representatives is strictly prohibited from the issue date until finalists are announced. The evaluation is strictly qualifications-based, with no pricing submitted at this stage; instead, fees will be negotiated with the top-ranked firm after selection. The selection process is conducted by a City-appointed Selection Committee and weights responses across four primary criteria: Relevant Project Experience and Qualifications (35%), Past Performance (35%), Apparent Suitability (20%), and Stability of the Firm (10%). Experience must include demonstrated success in managing complex municipal water and wastewater infrastructure projects funded by federal or state sources, with a focus on leadership over multi-phase construction and coordination with multiple providers. Additional considerations include the firm’s non-discrimination and affirmative action policies, history of W/MBE inclusion, record of addressing public safety and environmental concerns, and compliance with federal, state, and local regulations. Respondents must disclose their legal structure, potential conflicts of interest, litigation history within the past five years, contract performance history, and any certifications or recognitions. A statement of full agreement with all solicitation terms is required upon submission, and failure to address any requirement will be interpreted as acceptance of those terms. The final scope of services will be developed during post-selection negotiations, and all work must be performed in Georgia under the oversight of the Georgia Environmental Finance Authority’s Hurricane Helene Resilience Funding Program, with grant administration requiring strict compliance with state and federal grant regulations.
