RFQ 100-27 Professional Design Services - EMS Station

Onslow County is seeking qualified architectural and engineering firms to provide professional design services for a new EMS Station and backup E911 center located at 317 Western Blvd., Jacksonville, NC. The project scope includes a feasibility study, architectural and structural design, MEP, civil site development, and construction administration. Key facility requirements include a primary backup Emergency Operations Center built to ICC-500 standards with 18-inch thick walls, two activation rooms with a total capacity of over 102 people, bunk rooms for 40 plus personnel, a backup PSAP and 911 dispatch center with eight desks and redundant CAD systems, and a regional logistics warehouse with a 90-day capacity. Award of the contract is contingent upon the final approval of a federal funded grant, and the selected firm must be registered in SAM.gov. Qualifications must be submitted in a tabbed format to the Onslow County Purchasing Department by 2:00 PM EST on September 24, 2026, with written questions due by September 4, 2026. Evaluation is based on a weighted scoring system focusing on firm qualifications, past experience in public safety or government projects over the last 10 years, current project schedules, hourly rates, and company information. The county will negotiate a stipulated sum fee for basic services and a rate schedule for additional services with the most advantageous responsible firm. Required documentation includes a notarized non-collusion affidavit, E-Verify certification, and a certification regarding debarment and suspension.
