The State of Maine Department of Administrative and Financial Services, on behalf of the Maine Department of Transportation, is soliciting quotations for the design, manufacture, and delivery of SQ3 portable traffic light systems with trailers. These self-contained, mobile units must feature dual signal heads, solar charging with a 440W capacity, a 30-day battery life without solar input, and a cable-free hydraulic lifting system. To ensure durability and safety, the equipment must be NEMA Type 4 rated, constructed with corrosion-resistant materials, and certified by a Registered Professional Engineer to withstand 100 mph wind loads per AASHTO standards. This procurement will establish a Master Agreement starting August 1, 2026, with an initial one-year term and four optional one-year extensions. Awards will be based on Best Value, evaluating technical compliance, delivery timelines, and vendor performance history rather than price alone. Successful vendors must provide at least four hours of operation and maintenance training conducted by a factory-certified trainer. All units are to be delivered FOB Destination to Maine DOT Fleet Services in Augusta, Maine, or other designated state facilities on an as-needed basis.
