RFQ 2026-0037 Forty (40) Vehicle Movement Area Transmitters (VMATs)

The Savannah Airport Commission is soliciting bids under RFQ 2026-0037 for a complete turnkey solution to furnish, register, install, configure, test, commission, and integrate forty Vehicle Movement Area Transmitters (VMATs) into the FAA Surface Awareness Initiative environment. The requirement consists of thirty-eight operational units and two spare units for airport-owned vehicles. The project requires full compliance with FAA Advisory Circular 150/5220-26, FAA CertAlert 25-01, FAA Program Guidance Letter 24-01, and FCC regulations. All equipment must also adhere to state and federal safety and emissions regulations. The solicitation opened on September 14, 2026, and closes on October 15, 2026. All responses must be submitted electronically via the Bonfire portal, and bidders must be bona fide wholesale stocking distributors, dealers, or manufacturers. Award will be granted to the most responsive and responsible bidder whose proposal is most advantageous to the Commission. Required submission documents include a pricing sheet, vendor certification, a Local, Small Business/Minority Business form, and an exceptions sheet. Notably, the Certification of Compliance with FAA Buy American Preference requires an original handwritten wet-ink signature. The contractor is responsible for all labor, materials, and regulatory coordination, with final project completion contingent upon airport acceptance and support of FAA validation activities.
