The City of Wadley, Georgia is seeking qualified engineering firms to provide comprehensive services for the Drinking Water Well, Generators & Telemetry Resiliency Project, designed to bolster the community’s drinking water infrastructure against the impacts of Hurricane Helene. The project includes the installation of a new backup water well, a filtration system, a backup power generator with automatic transfer switch, automatic starter, and fuel system including a fuel tank for both new and existing wells, and a telemetry system to monitor real-time data such as pump status, fuel levels, runtimes, high-water alarms, and power status across three wells, with alerts transmitted to the city’s central public works office and designated personnel. Engineering services required span the full project lifecycle—surveying, design, permitting, preliminary engineering reporting, environmental documentation including State Environmental Review Process (SERP), construction assistance, bidding support, inspection and testing, grant administration, budget tracking, and project closeout. The selection process follows a Two-Step Qualifications-Based Selection (QBS) model, where proposals are evaluated using a weighted scoring system favoring relevant project experience (35%), past performance (25%), apparent suitability (15%), firsthand knowledge of the community and its utility systems (15%), and firm stability (10%). Only firms demonstrating proven experience in designing and overseeing municipal water and wastewater systems, with preference given to those with exposure to federal or state disaster resilience grants, will be considered. Proposers must submit a single PDF Statement of Qualifications not exceeding 25 pages, with a transmittal letter, numbered pages, table of contents, and organized into four required sections covering firm description and resources, experience and qualifications, suitability including non-discrimination and W/MBE inclusion policies, and local community knowledge. Proposers are strictly prohibited from communicating about the solicitation with selection committee members or city officials except through officially submitted questions, with violations resulting in proposal rejection. The project is funded entirely through principal forgiveness via the Georgia Environmental Finance Authority’s Hurricane Helene Resilience Funding Program, and while the total project cost is $7,019,250, the engineering services contract value will be negotiated post-selection with the highest-ranked firm, contingent on mutual agreement on scope and fees. Final negotiations will proceed down the ranked list if the
