AI Contract Overview
The City of Woodstock in Georgia is issuing a Request for Qualifications to identify qualified firms capable of providing comprehensive engineering and design services for the Noonday Creek Trail Connection to Elm Street Pedestrian Plaza project. The scope encompasses traffic engineering, preliminary and final design plans, environmental documentation, utility coordination, erosion control, right-of-way plans, stormwater management, and environmental studies, all aligned with GDOT and local standards. The contract is anticipated to be a multi-phase arrangement, primarily fixed-price or cost-based, covering preliminary engineering with potential for subsequent construction-related services. The project aims to enhance pedestrian connectivity and infrastructure within the city, with a focus on quality, timely delivery, and adherence to environmental and safety standards. Selection will be based on a two-phase evaluation process emphasizing technical approach, team qualifications, resources, and past performance, with a weight of 40%, 30%, 20%, and 10%, respectively. The RFQ emphasizes the importance of demonstrating a clear technical methodology, project management expertise, and capacity to meet project schedules, rather than cost considerations at this stage. Respondents must submit detailed certifications and disclosures, including compliance with Georgia’s immigration laws and DBE participation goals, with failure to complete certifications potentially leading to disqualification. The procurement process is flexible, allowing the City to reject any or all submissions, modify the solicitation, or cancel it at any time, with all communications managed electronically through the designated portal. The contract will be governed by standard city terms and conditions, with specific clauses addressing substitutions, conflicts of interest, and contractual obligations, but without standard FAR clauses. Overall, the RFQ seeks experienced, qualified firms capable of delivering high-quality design and engineering services to support Woodstock’s infrastructure development objectives.
