The contract is a 3-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement for Construction Engineering and Inspection (CEI) Services in Georgia Department of Transportation District 4 – Tifton, with an optional extension up to five years total. Services encompass comprehensive on-site engineering oversight including field observation, material testing, compliance verification, and project management from plan review through closeout, all governed by GDOT’s Standard Specifications, Construction Manual, Bridges Manual, and other official directives. Work is performed at project sites across Valdosta, Douglas, Donalsonville, Moultrie, and Albany Area Offices, with all deliverables—such as daily logs, inspection reports, as-built plans, and certification documents—submitted directly to GDOT. The procurement is evaluated using a trade-off method where technical superiority dominates award decisions; pricing is not a factor. Evaluation prioritizes the offeror’s technical approach (40%), followed by the experience and qualifications of the project manager and key team members (30%), ability to address project challenges and deploy resources (20%), and past performance history (10%). Optional interviews may be conducted at GDOT’s discretion.
