RFQ 484-070926 SigOps Traffic Signal Operations Program

The Georgia Department of Transportation is soliciting three On-Call Indefinite Delivery, Indefinite Quantity (IDIQ) contracts under the SigOps Traffic Signal Operations Program, each covering distinct geographic regions within the state: Contract 1 for District 1 and District 6 in the North Region, Contract 2 for District 3 and District 4 in the Southwest Region, and Contract 3 for District 2 and District 5 in the Southeast Region. The program supports engineering services including special events management, after-hours incident response, and construction support for traffic signal operations, with performance expected to meet defined service tiers ranging from daily real-time monitoring for Tier 1 to monthly response for Tier 3, plus an on-demand hourly tier for critical events. Each contract has a maximum value of $30,000,000 and a term of up to five years, with payment structured as lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation. The minimum contract value for any task order is $25,000. Proposals must be submitted electronically as PDFs through the state solicitation portal by July 9, 2026, following strict formatting rules including a minimum 11-point font, portrait orientation on 8.5" x 11" paper, and specific naming conventions that include the proposer’s legal name and contract identifier. Proposers are required to submit a notarized Certification Form and Georgia Security and Immigration Compliance Act Affidavit, maintain current GDOT prequalification certifications, and demonstrate compliance with financial auditing standards under 48 CFR Part 31. Evaluation occurs in two phases: Phase I shortlists at least three firms based on 60% of the score weighted toward project manager and key team experience (30%), additional resources and challenge response (20%), and past performance on GDOT projects (10%); Phase II evaluates the technical approach at 40%. The final award will go to the top-ranked firm after negotiation of final scope, compensation, and fees. All proposal documents remain subject to the Georgia Open Records Act regardless of any proprietary designations, and no binding agreement is formed until a written contract is signed by both parties.
