RFQ 7-981-002 Special Education Counsel Services

The Texas School for the Deaf is soliciting proposals under RFQ 7-981-002 for professional special education counsel services. The selected law firm will be responsible for representing the institution in special education and Section 504 cases across municipal, county, state, and federal courts, as well as in proceedings before special education hearing officers. To be eligible, respondents must be a law firm with at least five years of professional experience in special education law and a proven track record of completing at least three similar contracts within the last five years. Preference will be given to firms with experience serving State of Texas agencies, Texas school districts, or the deaf and hard of hearing community. Proposals are due by 3:00 PM CST on October 13, 2026, and must include five required exhibits covering the execution of the proposal, pricing, company profile, key personnel, and past projects. The award will be based on best value, with qualifications and experience weighted at 80 percent and compensation and fees at 20 percent. The anticipated commencement date is listed as either October 16 or November 1, 2026. Selected contractors must provide hourly pricing per personnel title and submit monthly invoices. All on-campus personnel are required to maintain professional attire and appropriate identification, and no work may begin without prior written authorization from the school.
