Master Application (MA) No. 26087 (CUP26006)
Solicitation # MA No. 26087 (CUP26006)
The City of Jurupa Valley has issued a master application for the sale of beer and wine for on-site consumption at an existing sushi restaurant, under application number MA No. 26087. This request seeks approval to expand the current establishment’s offerings to include alcoholic beverages, strictly limited to beer and wine, with consumption restricted to the premises. The application is part of a forecasted action posted on June 12, 2026, and is managed by the city’s planning and environmental compliance teams, with primary contacts including Associate Planner Oscar Estrada and CEQA Administrator Kevin P. Carr. The applicant, Michelle Zhang, serves as the manager and point of contact for the sushi restaurant, representing the business seeking the license modification. The place of performance is clearly identified as Jurupa Valley, California, with a zip code of 92509, confirming the location of the restaurant seeking approval. All official correspondence and documentation are routed through the City of Jurupa Valley’s systems, with additional oversight provided by the California Environmental Quality Act process, indicated by the linked CEQA portal. No set-aside provisions or NAICS codes are specified, suggesting this is a standard local licensing review rather than a competitive procurement. Stakeholders are encouraged to engage through the designated contacts for inquiries or submissions related to the application.

313 Management LLCThe Department of Cannabis Control approved a retail cannabis license for 313 Management LLC on March 25, 2025, authorizing the operation of a cannabis retail facility at 1456 W San Carlos Street in San Jose, California, on a 3,484 square foot parcel. The project involves minor interior and exterior modifications to an existing building with no expansion of use or footprint, qualifying it for a Class 1 Categorical Exemption under California Environmental Quality Act regulations, specifically Cal. Code Regs., Title 14, §15301, and exempting it from further environmental review. The license is issued under Business and Professions Code Division 10, Chapter 2, Section 26012, and the facility will store and sell cannabis products using municipal utilities for water and energy provided by the City of San Jose. No competitive procurement, pricing details, contract value, or federal acquisition regulations apply as this is a state regulatory licensing decision, not a federal contract. The approval was ministerial and based on compliance with state cannabis and environmental statutes, with no solicitation number, contract type, or federal clause structure involved. The primary point of contact for inquiries is Tiffany Adorno, Environmental Scientist, at the Department of Cannabis Control. All regulatory documentation and environmental certifications are tied to the location and administrative compliance, with no formal delivery schedules, inspection protocols, payment terms, or contracting officer details provided beyond the license issuance.

Gravity Retail LLC
Solicitation # DCC NOE
Gravity Retail LLC has been authorized to operate a commercial cannabis retail business at 13312 Burbank Boulevard in Sherman Oaks, Los Angeles, California, within an existing retail storefront that predates its operations. The project is categorized under a Class 1 Categorical Exemption under California Code of Regulations Title 14, Section 15301, and is further supported by a ministerial exemption under Public Resources Code Section 21080(b)(1), indicating that the activity involves only the operation and minor alterations of an existing facility with no significant environmental impact and no expansion of use. The California Department of Cannabis Control is the regulatory authority overseeing this licensing action, with Kevin Varzandeh, an Environmental Scientist, listed as the primary point of contact for environmental compliance matters. No federal acquisition regulations apply to this transaction, as it is a state-level administrative licensing determination under California’s cannabis and environmental laws, not a competitive procurement or federal contract. There is no stated contract value, pricing structure, payment terms, invoicing method, or defined period of performance. The entity has not provided a Unique Entity ID, CAGE code, or socioeconomic status certifications typically required in federal proposals, nor are there any federal representations, certifications, or clauses referenced. The only formal requirements relate to adherence to state cannabis licensing rules, background checks for personnel, and compliance with the categorical exemption to avoid triggering a full environmental impact review. The license was approved on February 20, 2025, and the notice was posted on October 14, 2025, with submissions required via physical mail to the Department’s office in Rancho Cordova. No contract modifications, options, key personnel stipulations, or organizational conflict of interest provisions are detailed, and the operation is strictly limited to on-site retail cannabis sales without any other cannabis-related activities on the premises.
