The City of Syracuse, through the Department of Neighborhood and Business Development, is establishing a pool of EPA-certified contractors to provide lead-based paint remediation services for residential properties within city limits. This initiative aims to combat high rates of childhood lead poisoning by addressing hazards identified in Lead Inspection Risk Assessments through interim controls, encapsulation, abatement, and specialty construction for historic properties. The contract duration is four years from execution, with two optional one-year renewals, and successful firms will remain in the contractor pool for at least three years. An initial 30 properties will be offered for bid in the first half of 2027, with additional properties added as the program expands. To qualify, contractors must hold a valid EPA Renovation, Repair, and Painting firm certification and ensure one RRP Supervisor Certified worker is on-site for every property. Mandatory insurance requirements include 1,000,000 dollars for general liability per occurrence and aggregate, 1,000,000 dollars for professional liability per claim and aggregate, and state-required worker's compensation. The City will negotiate scopes and fees with the most qualified firms to ensure fair and reasonable compensation. Payments are issued monthly based on services performed, subject to a 5 percent retainage held until final approval by the City Engineer. All work must strictly adhere to EPA, HUD, OSHA, and New York State Department of Environmental Conservation regulations to ensure environments remain lead-safe for 20 years.

Full Description

The City of Syracuse faces many demographic, housing, and inspection-related realities that contribute to an alarming 13% of tested children under the age of six having elevated levels of lead in their blood. Lead poisoning in children leads to damage to the brain and nervous system; slowed growth and development; learning and behavior problems; and hearing and speech problems. As an overall public health issue, lead poisoning bears significant economic costs including $18 million per year in treating ADHD, $2.5 million per year for special education, and $73 million in juvenile crime in New York State. Researchers estimate that each dollar spent on controlling lead paint hazards in the community will yield $17-221 returned in health benefits, increased IQ, higher lifetime earnings, tax revenue, reduced spending on special education, and reduced criminal activity.
