In accordance with the Revolutionary FAR Overhaul (RFO) streamlining principles, the Hawaii Army National Guard is soliciting quotes for the following commercial products:


  • Item 1: Shelter System, Battlewagon (LMTV M1078 Passenger Side and Rear, w/ RED Lights, OD Green) or commercial equivalent.


    • Quantity: 2

  • Item 2: Analog Board (Additional Information Organizer – White) or commercial equivalent.


    • Quantity: 1


Note: Commercial "or equal" items are fully acceptable as long as they meet the technical requirements detailed in the attached specifications


The North American Industry Classification System (NAICS) code for the solicitation is 341910 – Textile Bag and Canvas Mills with a small business size standard of 500 employees.


  • Delivery Address: 91-1179 Enterprise Ave, Bldg 117, Kapolei, HI 96707-2150.

  • Shipping terms: FOB Destination. Shipping fees must be consolidated into the product pricing (Firm-Fixed-Price), not billed as a separate line item.


Solicitations shall not exceed 5 pages,and provide the following:

The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)].



A quoter which requires the Government to execute a separate agreement with a third-party shall be deemed technically unacceptable.


Facsimile quotations will not be accepted.
