RFQ for Engineering and Construction Services

The Development Authority of Dawson County is soliciting Statements of Qualifications from consulting firms to provide engineering and construction services for the Business and Innovation Park Project in Georgia. The project scope includes the development of approximately 200,000 square feet of buildings, site grading, roads, utilities, stormwater systems, and erosion control. Additionally, the work involves environmental and archeological assessments, permitting, an offsite water main extension, and a sanitary sewer lift station and force main, both connecting to the City of Dawsonville's existing systems. This is a qualifications-based selection process where the Authority will shortlist firms based on relevant project experience, firm stability, past performance, and overall suitability. The evaluation is weighted, with the highest priority placed on relevant experience at 35 percent. Finalists will be ranked in descending order of recommendation, and the Authority will negotiate with the highest-ranking firm. Following this qualification phase, a Request for Proposal will be issued to the selected finalists. Statements of Qualifications must be submitted by September 7, 2026, at 12:00 p.m. to Mandy Power at the Dawson County Development Authority. Submissions are limited to 30 pages and must include a cover letter, detailed qualifications of the project team, five to seven relevant references, and a 10-year litigation history. Proposers are strictly prohibited from communicating with the Selection Committee or Owner staff outside of the formal inquiry process.
