RFQ for IDIQ Geotechnical, Construction Material Testing and Environmental Assessment Services for The Texas State University System

The Texas State University System is soliciting Statements of Qualifications for the selection of firms to provide Indefinite Delivery-Indefinite Quantity services in geotechnical engineering, construction material testing, and environmental assessment across all its member institutions throughout Texas. This solicitation, identified as RFQ 758-26-00096, is for an IDIQ professional services agreement with an initial three-year term and the option to extend for two additional one-year periods, with a total contract value cap of $500,000 unless increased by the Owner. Services will be delivered on an as-needed basis through written Task Orders using hourly or lump sum pricing, negotiated after selection, and must be performed anywhere within the state. Firms must demonstrate the ability to provide these services with qualified personnel, including designating a point of contact with relevant experience for oversight, and all consultants and subcontractors must meet the same experience and licensing requirements as the prime respondent. The selection process prioritizes the most qualified respondents based on subjective evaluation of past performance (30%), personnel qualifications and roles (30%), ability to deliver services (15%), knowledge of best practices (15%), and the Statement of Qualifications and availability (10%). Proposals must be submitted in hard copy and digital PDF format via USB drive, with the Statement of Qualifications limited to 50 printed pages excluding cover, table of contents, divider sheets, Execution of Offer, and VetHUB Subcontracting Plan—all of which are mandatory attachments. Respondents must be registered with the Texas Board of Professional Engineers, comply with all federal and state non-discrimination policies, complete mandatory cybersecurity training within 30 days of contract award, and certify adherence to Texas laws prohibiting boycotts of Israel, discrimination against firearm entities, and business with certain sanctioned countries. Insurance, indemnification, and debt offset clauses are binding, and all records are subject to public disclosure under the Texas Public Information Act. Late or incomplete submissions are rejected, and submissions must be mailed to the designated Austin location by July 21, 2026, at 2:00 p.m. CDT; no email, fax, or telephone submissions will be accepted.
