RFQ INDEFINITE DELIVERY INDEFINITE QUALITY (IDIQ)

The Texas Military Department is soliciting qualifications from professional architectural and engineering firms through an indefinite delivery/indefinite quantity (IDIQ) mechanism to provide design and construction phase services across state-owned facilities in Texas. This request for qualifications does not guarantee work but establishes a prequalified pool of firms eligible for future project-specific task orders, with the initial term running through September 30, 2028 and up to three optional one-year extensions subject to mutual agreement. Firms must submit a comprehensive proposal organized into eight clearly labeled tabs, including an A/E questionnaire, relevant experience, proposed methodology, quality assurance procedures, and litigation history—all evaluated under a trade-off model that prioritizes technical qualifications and experience over cost, with no price considerations in award decisions. The evaluation is weighted heavily toward relevant experience and qualifications at 40 points, followed by execution capability, methodology, and QA/QC systems, with a mandatory pass/fail criterion on litigation history that can disqualify non-compliant respondents. All submissions must be delivered physically to Camp Mabry in Austin or electronically via the Texas SmartBuy portal by the June 23, 2026 deadline, adhering to strict format rules including page limits and a three-ring binder structure with a USB drive containing identical digital files. Selected firms will execute a Participation Agreement and will be assigned work solely through individual project agreements, with no predetermined contract value or line item pricing. Performance is statewide, centered on Army National Guard facilities, and requires compliance with Texas-specific regulations including the Texas Buy Texas program, which mandates preference for Texas-made materials when comparable, and HUB certification requirements that trigger subcontracting reporting obligations. Contractors must provide state-issued vendor identification rather than federal CAGE or UEI codes, and all submittals must be routed through the Owner’s designated management system. On-site management personnel must be present at all times, with an OSHA Competent Person required for trenching operations, and all incidents are subject to 24-hour reporting.
