RFQ # JMU-CATB-27 Professional Services Category-B

James Madison University is soliciting qualifications through RFQ JMU-CATB-27 to establish a pool of qualified architectural and engineering firms for Category B Contracts. These firms will provide professional services on an as-needed basis for discrete, small-scale projects, including feasibility studies, field investigations, code compliance reports, and the preparation of complete contract documents. The goal of this solicitation is to increase agency efficiency and reduce the time and cost associated with advertising individual requests for proposals for small projects. Awarded providers will remain on the qualified list until December 17, 2027, with specific project fees to be negotiated on a lump sum basis. To be eligible, firms must be registered vendors in eVA and hold a current DSBSD certification as a small, micro, woman, or minority owned business. Evaluation criteria focus on the expertise of the primary designer and consultants, geographic location relative to Harrisonburg, Virginia, responsiveness, and a proven track record of designing projects within a design-not-to-exceed budget over the last five years. Additionally, firms must demonstrate compliance with State Construction and Capital Outlay procedures and provide evidence of Professional Liability Insurance. Proposals must be submitted electronically by December 16, 2026, and include the signed RFQ cover page along with forms JMUAE-1 through JMUAE-6.
