RFQ: On-Call Engineering Services for Wastewater-Related Needs

The Town of Stafford Water Pollution Control Authority (WPCA) is soliciting qualifications from professional engineering firms to provide on-call engineering services for all wastewater-related needs. The selected firm will provide technical, operational, regulatory, and project-specific support on an as-needed basis, including assistance with state and federal permitting, reporting, compliance evaluations, and consultation for local industrial users. The agreement is intended for an initial term of two years, with the possibility of up to three one-year extensions based on performance and mutual agreement. Work will be managed through written task orders; those exceeding 10,000 dollars will be executed on a time and materials basis, while those under 10,000 dollars may be time and materials or lump sum. Selection is based on best value using a point-rating system that evaluates technical expertise, relevant project experience, response quality, and the ability to support both routine and special projects. Interested firms must submit a Statement of Qualifications by November 16, 2026, including a firm overview, descriptions of up to five relevant projects from the last five years, resumes of key personnel, a designated Project Manager, and at least three municipal or utility references.
