RFQ PARKS- On-Call Structural Engineering Consultants for Parks & Recreation Projects

The City of Issaquah Parks and Community Services Department is seeking to establish an on-call arrangement with up to two structural engineering consultants to provide flexible, project-specific services for Parks and Recreation initiatives. Work will be issued through independent task orders under a Professional Services Agreement, with no guarantee of volume or frequency, allowing the City to address varying needs ranging from capital project support to one-time engineering demands. The procurement is structured as an indefinite delivery/indefinite quantity (IDIQ) mechanism, with evaluation based on a trade-off process that prioritizes technical qualifications over cost, using a 100-point scoring system weighted toward qualifications (30 points), experience (25 points), key staff competency (25 points), and responsiveness (20 points). Proposals are limited to six pages for the technical content, excluding cover pages, introductory letters, and hourly rates appendices, with all submissions required as a single PDF under 20MB via the Public Purchase portal by August 7, 2026. Consultants must submit a conflict of interest statement disclosing any prior involvement with City projects in the past two years and agree to use the City’s standard agreement without modification, particularly regarding insurance, indemnification, and statutory compliance. All work product, including reports, designs, and data, becomes the exclusive property of the City upon creation. Key personnel identified in the proposal must remain assigned unless replaced with prior written approval and equivalent or superior qualifications. Minimum insurance requirements include $2 million in general liability and $1 million in professional liability, with the City named as an additional insured and specific endorsements required. Consultants must comply with Washington State public records laws, clearly marking any proprietary information per RCW 42.56.270, and are not considered City employees, retaining full control over methods while being accountable for deliverables. Payment will be made by City warrant within 30 days of a proper invoice submitted electronically through Public Purchase, with no federal billing systems utilized. No solicitation of socioeconomic status, UEI, or CAGE codes is required, though DBE participation is encouraged. The term of the agreement is open-ended, with start and end dates to be determined, and the City reserves the right to modify scope or assign work to multiple firms as needed.
