The Town of Guilford is seeking a qualified consultant through RFQ/RFP 2-2526 to assist in analyzing parcels for potential affordable housing development. Building on a 2015 study by Waldo & Associates, which focused on areas near the train station and Post Road, the town now aims to expand its scope to include sites accessible via new transit programs like River Valley Transit’s XtraMile service. The primary objective is to evaluate and categorize various parcels for possible development by the town or private entities, with the understanding that further assessments, such as septic capacity evaluations, may be required in subsequent phases. The contract is estimated to be valued between $50,000 and $150,000, with a response deadline of August 4, 2025, and the project is managed by the Connecticut Department of Administrative Services, with Darlene Minore serving as the primary contact.

Full Description

The Town of Guilford seeks a qualified consultant to assist in the analysis of parcels to further our efforts related to affordable housing acquisition and development. The Town has analyzed parcels for (re)development as affordable, most recently in a study conducted by Waldo & Associates in 2015. That study limited the analysis to areas easily accessible to the train station and the Post Road, however, given programs such as the XtraMile service by River Valley Transit, we can now look farther afield for possible development sites. The overall goal of the project is to assess and categorize possible sites for affordable housing development, either by the Town directly or via private developers. It is understood that additional assessment, such as septic capacity, may need to be conducted via a follow-up project.
