RFQ - SELF-CONTAINED BREATHING APPARATUS (SCBA) HARNESS AND CYLINDER

The County of San Diego Department of Environmental Health and Quality is soliciting quotes under RFQ 13414 for the one-time purchase of brand new Self-Contained Breathing Apparatus (SCBA) harness assemblies and 4500 PSI compressed air cylinders with valve assemblies. This equipment is intended for the Hazardous Incident Response Team for use in emergency response, hazardous materials mitigation, and confined space entry within toxic or immediately dangerous to life or health atmospheres. To ensure compatibility with existing inventory, the systems must be compatible with 3M Scott AV3000HT masks and 3M Scott cylinders with snap change fittings. All equipment must comply with OSHA, DOT, and NFPA standards, specifically NFPA 1981 and 1982, and cylinders must be within their current hydrostatic test period upon delivery. The successful contractor will be required to provide initial training for County personnel on setup, operation, inspection, and basic maintenance, as well as ongoing technical support. The County prefers a minimum two-year warranty on labor and materials. Awards will be based on best value, with evaluation factors including technical merit, experience, price, availability, and compliance with Board Policy B-67 regarding sustainability and social impact.
