RFQ - South Plateau Parallel Conveyance Interceptor - Consultant Design Services

The Sammamish Plateau Water and Sewer District is soliciting Statements of Qualifications from consultants to provide design services for the South Plateau Parallel Conveyance Interceptor project in Washington. The project involves the installation of approximately 5,000 linear feet of 20-inch low pressure sewer main along SE 43rd Way, extending from the Highland Creek Parallel sewer to the District's Control Structure. This infrastructure is designed to provide redundancy and reduce high velocity flows by splitting the flow path as sanitary sewer volumes increase. The selected consultant will be responsible for developing Plans, Specifications, and Estimates (PS&E) through 30, 60, and 90 percent stages, performing topographic surveys, preparing a geotechnical report, and securing necessary permits from federal, state, and City of Issaquah agencies. The procurement process is based on qualifications rather than price, with the best-qualified consultant selected via an evaluation of their SOQ and potential oral presentations. Submissions are limited to 12 pages, excluding resumes, and must be delivered by November 24, 2026. The contract will utilize the District's Standard Agreement for Consulting Services, which includes detailed monthly billing requirements and a payment term of 45 days. The scope may optionally expand to include inspection and construction support services. Awardees must comply with Title VI of the Civil Rights Act and the Americans with Disabilities Act, and they are required to maintain specific insurance coverages naming the District as an additional insured.
