This is a commercial item procurement under FAR Subpart 12.6, employing a Firm Fixed Price contract with award based on the Lowest Price Technically Acceptable (LPTA) methodology. All offers must strictly meet the mandatory packaging, packing, and marking (PP&M) requirements: each unit must be individually cushioned per MIL-STD-2073-1E Method 10, enclosed in an ASTM-D5118 double-wall fiberboard box, and labeled in full compliance with MIL-STD-129R, including bar coding using ISO/IEC-16388-2007 with Code 39 symbology; standard commercial packaging is unacceptable and will result in rejection and return of the item, delaying payment.
