Addendum No. 01 to Solicitation SEN-033 25-26 updates the Request for Standing Offer (RFSO) to correct minor typographical errors and provide responses to bidder inquiries, ensuring clarity and consistency in the procurement process. The solicitation is issued by the Senate of Canada under the Government of Canada, targeting suppliers for the provision of high-quality leather goods, specifically full-grain natural cowhide in burgundy with a smooth, tight grain and naked finish, ranging from 500 to 3,000 square feet in multiple quantity tiers. Performance is centered within the National Capital Region of Canada, with deliveries required at designated Senate addresses, and all goods must be new without exception. The contractual framework is structured as a Standing Offer with a two-year base term and up to four optional one-year extensions, activated through call-ups without guaranteed volume or duration. Evaluation is based on a trade-off methodology, not lowest price technically acceptable, with technical merit weighted at 70% and price at 30%. The primary evaluation criterion is the sample submission, accounting for 80% of the technical score, judged on color accuracy and texture/thickness within strict 0.8 to 1.3 mm specifications, with a minimum 70% score required for acceptance. Additional technical factors include demonstration of green business practices and accessibility compliance, each weighted at 10% of the technical score. Proposals must be submitted in four distinct PDF volumes covering mandatory criteria, rated technical responses, all-inclusive pricing, and supplier enrollment forms, with no alternative formats permitted. The contract includes special requirements such as mandatory Site Access security clearance for all personnel, financial screening on a case-by-case basis, and strict conflict of interest disclosures. Joint ventures must clearly designate a representative and accept joint liability. Invoicing is managed via email or mail to the Senate Finance and Procurement Directorate, and payment may be made by cheque or direct deposit. No federal funding identifiers are provided, and the contract value remains undetermined due to incomplete pricing data in Annex B, though all pricing must include delivery costs.
