Description of the procurement: The National Capital Commission (NCC) is seeking to establish a three (3) year Standing Offer Agreement (SOA) for the services of an experienced and qualified residential and commercial plumbing and septic contractor on an “as and when requested” basis for plumbing services ( fixture removal and replacement, component repairs, inspections, general maintenance and service calls) as well as septic services (including replacement, repair, tank pumping, inspections, etc) at the National Capital Commission’s leased properties. The goal of this agreement is to provide consistent pricing relating to typical plumbing and septic repairs and replacements within a residential, agricultural or commercial setting. This includes, but is no limited to, minor repair and replacement work, fixing leaking pipes and drains, unclogging lines and drains, correction of low or no water pressure, service call for unplugging toilets, sinks and baths, plumbing fixture removal, replacement and disposal, general service calls and emergency response calls on pre-arranged hourly rate for equipment and crews. The scope and deadline of the work will be determined according to the specific requirements made by the NCC representative. Date of tender closing: January 30, 2024 no later than 3 p.m. Eastern Standard Time (EST) Send tenders to: National Capital Commission by email at: Bids-Soumissions@ncc-ccn.ca. Subject line of e-mail must make reference to the NCC tender number MA074. Paper copy and faxes are no longer accepted. All bids must be forwarded to this email address only. Basis of Selection : A bid must comply with all the mandatory requirements (refer to Appendix “A-1”) of the RFSO to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a SOA. Enquiries regarding this tender must be submitted in writing to the Senior Contract Officer as early as possible within the solicitation period. Enquiries should be received no later than twelve (12) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to Bidders, the Senior Contract Officer shall examine the content of the enquiry and shall decide whether or not to issue an amendment. All enquiries and other communications related to this tender sent throughout the solicitation period are to be directed ONLY to the Senior Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of tender.
