RIC Concessions Transformation Information Session - RFP 27-1005

The Capital Region Airport Commission is seeking qualified operators to develop, finance, design, construct, and operate concession facilities at Richmond International Airport as part of a comprehensive concessions transformation program. The project is divided into three distinct opportunity packages: the Culinary Collection, the Marketplace Collection, and the National Brand Partnership Collection. The successful offerors will be responsible for a fifteen-year lease term, which includes a minimum initial capital investment of 1.5 million dollars and two mandatory capital refreshes during the contract period. The Commission aims to enhance the passenger experience by incorporating a sense of place that reflects the architecture, culture, and culinary offerings of Richmond and the Commonwealth of Virginia. The solicitation is governed by federal requirements, including Title VI of the Civil Rights Act of 1964 and FAA contract provisions. Package 3 is specifically reserved as an ACDBE-neutral small-business set-aside based on business size. Evaluation is based on the greatest overall value, considering the offeror's ability to finance and operate the concessions while maintaining high customer service standards, targeted at a monthly collective scoring of 4.25 or better on a 5.0 scale.
