The General Services Administration (GSA), Region 10, is seeking proposals for the modernization of the elevator system at the Federal Building and U.S. Post Office and Courthouse in Richland, Washington. The existing elevator system, original to the 1964 building, is obsolete with parts no longer manufactured, causing frequent and prolonged service disruptions. The project involves a design-build approach, requiring the selected contractor to manage and execute all aspects of the modernization—including design, engineering, materials, equipment, labor, and construction—while ensuring minimal disruption to ongoing operations in the occupied facility. Notable upgrades include new controls, generator sets, governors, hoist ropes, traveling cables, and specifically for the freight elevator, replacement of the geared traction machine with a gearless traction and synchronous motor. Coordination with stakeholders as well as compliance with historic preservation requirements is essential due to the building’s historic status. This procurement is a total small business set-aside under NAICS code 238290 with an estimated contract value between $1 million and $2 million and an expected project duration of about one year. The contract will be awarded as a firm fixed price under a Best Value Source Selection process, where proposals will be submitted electronically in response to a forthcoming solicitation issued on the Federal Business Opportunities website. This solicitation will not maintain a manual interested vendor list and will require registration on the FBO platform for access to secure documents. The contracting officials emphasize collaboration and coordination, including construction activities coinciding with electrical upgrades, all to ensure a fully functional, up-to-date elevator system enhancing reliability and code compliance without compromising building occupants’ safety or operational continuity.
