Solicitation W912P7-14-B-0004 is a competitive small business set-aside Invitation for Bids issued by the U.S. Army Corps of Engineers San Francisco District for maintenance dredging of the Richmond Inner Harbor Channel in Contra Costa County, California. The project, categorized under NAICS code 237990 with an estimated cost between 10 million and 20 million dollars, involves dredging up to 349,900 cubic yards of material to achieve an authorized project depth of -37.5 feet, plus one foot of allowable paid over-depth. Bidders were also required to provide pricing for an alternate depth of -37 feet for 134,800 cubic yards. Excavated material is to be transported to the government-furnished SF-DODS deep ocean disposal site or a contractor-furnished upland site, with a requirement for bids to include a fully permitted upland beneficial use site. The procurement was conducted as a sealed-bid, firm-fixed-price construction contract. Following the initial solicitation in August 2014, several amendments were issued to revise the pricing schedule, technical specifications, and environmental protections, ultimately postponing the bid opening date to September 18, 2014. All solicitation documents, including plans and specifications, were managed electronically via FedBizOpps. The process included a pre-solicitation meeting and a formal question-and-answer period to clarify project depths, work windows, and disposal requirements before the final bid results were tabulated.

Project Management and Technical Oversight SupportThe contract is for Project Management and Technical Oversight Support under a subcontract arrangement, aimed at delivering technical and administrative assistance related to reporting, scheduling, and coordination efforts with the U.S. Army Corps of Engineers within an IDIQ task order framework. The work will focus on ensuring seamless alignment with USACE requirements through structured project oversight, data management, and timely communication channels. The North American Industry Classification System code 541611 indicates that the services fall under Management Consulting Services, suggesting a primary emphasis on advisory and operational support rather than direct construction or engineering execution. The contract was posted on June 17, 2026, and is administered by the W075 Endist San Francisco office under the Department of Defense, though specific performance locations, point of contact details, and set-aside classifications are not provided. There is no defined place of performance listed, indicating potential flexibility in where the work may be performed, possibly including remote or distributed operations. The absence of a solicitation number suggests this may be a follow-on or non-competitive subcontract under a broader existing agreement. The contract's structure implies ongoing support duties tied to multiple task orders, requiring adaptability, compliance with federal reporting standards, and consistent collaboration with a major federal agency.
