Richmond Terminal Rail Expansion and Truck Rack Improvements Project

The Richmond Terminal Rail Expansion and Truck Rack Improvements Project, managed by the City of Richmond and the TransMontaigne Operating Company, involves expanding rail service and upgrading truck loading facilities at 488 Wright Avenue in Richmond, California. The scope of work includes the construction of approximately 900 linear feet of new track, consisting of a 400-foot extension and 500 feet of new parallel track, to accommodate six to 12 additional railcar positions. Additionally, the project requires the relocation and consolidation of existing two-bay truck racks into a single four-bay truck rack built to current standards and the extension of the existing steam heating system to cover the new rail areas. These improvements are designed to increase the terminal's capacity to offload, store, and distribute petroleum-based products and renewable feedstocks via ship and truck. The project is subject to the California Environmental Quality Act (CEQA), with a Mitigated Negative Declaration approved by the Richmond Planning Commission on June 4, 2026. Environmental compliance is managed through a Mitigation Monitoring and Reporting Program (MMRP) focusing on air quality, biological resources, and noise. Regulatory oversight includes recommendations from the Department of Toxic Substances Control for soil and groundwater management and potential lake and streambed alteration authority from the California Department of Fish and Wildlife. Construction was scheduled to begin on April 7, 2025, across the approximately 11-acre facility. Project administration is led by Contract Planner Dana Ayers of the City of Richmond.
