The contract pertains to the procurement of 1,700 retaining rings, identified by NSN 5325-00-655-8113 and part number MS16627-1106, manufactured in accordance with MIL-DTL-21248F Revision F dated June 22, 2023, and specified in military specification MS16627C Revision C dated July 16, 2024. The item is steel cadmium plated and classified as a critical application item requiring source inspection. All hardware must conform to the most current revision of the governing part standard, with previous revisions acceptable only for historically produced units. Compliance with ISO 9001:2015 quality management standards is mandated for both manufacturers and non-manufacturers. Sampling for quality assurance must follow MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with verification levels assigned as VII for critical attributes (AQL 0.1), IV for major (AQL 1.0), and II for minor (AQL 4.0); if unspecified, attributes are treated as major. The use of mercury or mercury-containing compounds is strictly prohibited in the item, its packaging, and preservation, except for functional applications in batteries, instruments, sensors, control systems, or specialized chemical reagents as permitted by NAVSEA 5100-003D, and any portable fluorescent lamps or instruments containing mercury must include a second containment boundary and be shock-proof. Packaging must adhere to MIL-STD-2073-1E with preservation method 31, climate condition 1, and no preservation or cushioning materials used.
