The contract solicitation SPE4A6-26-T-49R3 seeks eight retaining rings identified by NSN 5325-00-324-3887, with delivery required within 20 days after award to the Naval Sea Logistics Center at Keyport, Washington. The item is subject to stringent technical and quality requirements from the DLA Master List of Technical and Quality Requirements, which supersedes other standards such as ASTM D3951 where applicable. Packaging and marking must comply with MIL-STD-129 and DLA Packaging Requirements (RP001), with preservation details referenced but not fully specified. Item Unique Identification is explicitly not required under DFARS 252.211-7003(c)(1)(i), and labeling must adhere to MIL-STD-130N for military property identification. Inspection and acceptance occur at the contractor’s origin, with quality verification governed by MIL-STD-1916 or ASQ H1331 Table 1, mandating zero non-conformances unless otherwise stated. Sampling for unspecified attributes defaults to major level with AQL 1.0, and manufacturers may use attribute or variable inspection methods at their discretion. Export control obligations are critical: the item contains technical data subject to ITAR or EAR, restricting disclosure to foreign persons and requiring compliance with DFARS 252.225-7048. Contractors must hold valid US/Canada Joint Certification Program status, complete mandatory training, and be approved by DLA to access controlled technical data. Cybersecurity obligations under NIST SP 800-171 Rev. 1 and DFARS 252.204-7012 apply, mandating the safeguarding of covered defense information and reporting cyber incidents to DPRS. The contract prohibits acquisition of covered telecommunications equipment, requires whistleblower right notifications, and enforces restrictions on former DoD officials’ compensation. All submissions must be made electronically through DIBBS by May 18, 2026, with invoicing through WAWF. Pricing details are not provided in the solicitation, and the contract type is to be determined by the Contracting Officer, though simplified acquisition procedures under FAR 52.213-4 suggest a firm-fixed-price structure. Government oversight is embedded through multiple DFARS clauses, and no evaluation factors or weightings are disclosed in the available documentation.
